Clean Water Enforcement Action PlanAlpha Environmental Management Corporation Newsletter On July 6, 2009, the US Environmental Protection Agency announced plans to develop an action plan to enhanced public transparency regarding clean water enforcement performance at federal and state levels, to strengthen that performance, and to transform EPA's water quality and compliance information systems. EPA Administrator Lisa Jackson issued a memorandum to EPA's Office of Enforcement and Compliance Assurance directing it to develop the action plan and also to make available online existing information and reports on the status of water enforcement nationwide. In keeping with this directive. EPA is providing 1. a forum for the public to share ideas on water enforcement 2. clean water enforcement and compliance performance reports 3. new Web-based tools to search, assess, and analyze water enforcement data. Shaping EPA's future direction on water enforcement: EPA invited the public to share ideas about the future direction for EPA's water enforcement program on the Clean Water Enforcement Action Plan discussion forum. The discussion forum closed on Friday, August 28, 2009. State Water Enforcement Reports: Through the State Review Framework, EPA provides comprehensive reports and data on water enforcement for all 54 states and territories, including those states/territories where EPA directly administers the permitting and enforcement program. The reports also review the clean air and RCRA hazardous waste compliance enforcement programs for each state and territory. State Review Framework Reports and EPA Recommendations. Water Enforcement Data: EPA's Enforcement and Compliance History Online (ECHO), allows the public to search, assess, and analyze water enforcement data. ECHO provides information about federal and state enforcement of non-compliance with Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) permits. Under the Clean Water Act, NPDES permits regulate the discharge of pollutants from paint sources to waters of the United States. Facilities and Enforcement's Activities Related to the Clean Water Act National Pollutant Discharge Elimination System (NPDES) Program The steps that EPA is taking not only shows a renewed focus on regulatory compliance, but more importantly indicates that EPA is looking for environmental results and is willing to utilize all tools and assets to achieve the goals of clean air and clean water. Environmental protection goes beyond just trying to comply with a permit requirement, it requires a focused approach to implementing a strategic program to meet the true standards and requirements of environmental programs.
